MAXIMUS Presenter Bio's

Caroline Beeman is a Director with the MAXIMUS Higher Education Practice. Since joining the Practice, she has led or assisted with over 25 F&A Cost Rate Proposals as well as several Service Center projects and Rate Extension Analyses, and other projects. She previously worked at the University of Virginia where she was the Director of Cost Analysis for over 13 years. Her experience and accomplishments at the University included increasing of the F&A rate by 10 points during her tenure, conducting successful space training and surveys, consulting and providing guidance on costing issues and compliance to executive through department level management and managing and overseeing the review of service center rates. She specializes in maximizing the F&A rate through employment of long range strategies. Caroline received her M.S. in Management of Information Systems from the University of Virginia and is a Certified Research Administrator, CRA.
Chuck Wuensch is a Senior Manager with the MAXIMUS Higher Education Practice. Chuck has 22 years of F&A experience. He joined MAXIMUS in June 2017 after working at Washington University for 20 years, the last 10 as the Manager of Cost Analysis. In that role he developed the university's F&A rate proposal, implemented WebSpace, directed the annual space survey process, and managed recharge center and DS-2 compliance. Prior to that he spent 12 years at the Federal Reserve Bank of St. Louis. Chuck is a Certified Management Accountant (CMA) and has an MBA from St. Louis University.
Deborah Carmel is a Senior Consultant for the Higher Education Practice. She joined MAXIMUS in 2012 after many years in university cost accounting at Harvard University. Deb earned her MBA from Simmons Graduate School of Management and B.A. from Brown University.
Julie Jarvis is a special guest presenter at the F&A Long Form Workshop, following a career in the audit and cost accounting environment for 35 years. She was Senior Director of the Office of Government Costing at the University of Illinois, Urbana-Champaign (UIUC) prior to her retirement in 2014. While at UIUC, she was responsible for F&A, Tuition Remission and Fringe Benefits rate calculations and negotiations with the Office of Naval Research (ONR). Her office provided oversight, assistance, training and policy development for service activity rate calculations. Julie participated in national organizations such as the Federal Demonstration Partnership (FDP) and the Council of Governmental Relations (COGR). She has presented at many national conferences and served many years as Co-chair and Program Chair of the National Conference on College Cost Accounting (NACCA). Julie received her B.A. in Accountancy from the University of Illinois, Springfield.
Inna Gvozdeva is a Director with the Higher Education Practice. Ms. Gvozdeva has worked for MAXIMUS since 1999. She manages all Higher Education Practice's software products and her expertise is in CRIS, Effort Reporting, WebSpace, Facilities & Administrative Cost Proposals, Space Surveys and system implementations. She received her BS in Mathematical Computer Studies from DePaul University and her MBA from Northwestern University.
